The Legal Metrology (Packaged Commodities) Third Amendment Rules, 2026 introduce an important clarification for import compliance. Until now, the scheme of the Legal Metrology (Packaged Commodities) Rules, 2011 required packages to carry the prescribed declarations under the rules, with Rule 4 earlier contemplating compliance before packages left the manufacturer’s premises.

The newly inserted Explanation-2 to Rule 4 now clarifies that importers may make the mandatory declarations at the bonded warehouses of Authorized Economic Operators Tier-2 and Tier-3 certified operators in India. At the same time, the amendment preserves the substantive compliance requirement by stating that retail packages must carry all mandatory declarations before leaving such bonded warehouses.

This will ease importers to import variety of products without having to undertake extensive exercise of making declarations in the export markets. Importers will have to make all label declaration before release of goods from Bonded Warehouses.
